川普上台后，美国针对想要移民美国的外来者，制定了一系列的限制政策。无论是加大力度逮捕有犯罪记录非法偷渡客，紧缩移民政策，还是加强美国海关对于绿卡的审查力度……对于想要移民美国的华裔来说，难度都在不断的增长。
新税提案对留学生奖学金征税
川普近日他们公布了名为“Tax Cuts and Jobs Act”新税提案细节，其中和留学生相关的为：他们提议将 Ph.D. 的 tuition waiver (减免学费)作为应税收入，同时还取消了学生贷款的利息扣除。
也就是说，当前联邦税法下，Ph.D. 只需要对工资和医保部分的收入纳税，加上学费后，Ph.D。学生要交的税几乎翻了一倍。
　　
美海关绿卡审核变严
此外，川普上台之前，移民局对绿卡持有者并没那么严格，没有硬性执行一年要待半年的规定，只要别太过分都不会刁难。但是从今年8月底开始，美国海关现在对绿卡审核变严，主要问两个问题，一个是在美国待了多久，如果时间太短就会被警告下次吊销绿卡。其次是问带多少钱入境，申报不申报都会检查。据悉，绿卡持有者的出关速度比游客还慢，通常都要等两个小时，这不仅是针对华人绿卡持有者，其他国家的绿卡持有者也遇到类似的状况。
通过政庇获绿卡者更麻烦
如果绿卡是通过政治庇护获得的，那么应该更加谨慎。川普上台之后，美国移民局公开表示，对于通过政治庇护获得了美国永久居留权的居民，如果持此类绿卡回到声称会受迫害的国家，在返美时，会由海关及执法人员根据个案情况来评估是否继续给予绿卡。
据报道，10月29日，通过政治庇护获得合法身份的华妇刘女士拥有绿卡已经十几年，然而，她在来美辛苦20多年后第一次外出旅游，于佛罗里达州下游轮入境时却遭移民官员没收了护照和绿卡，并要求她在本月20日于纽约面见移民官，来决定她是否能继续留在美国。
