艾尔蒙地举办论坛 抨击3项法案致当地罪案激增

上周五（6日），艾尔蒙地（El Monte）当地官员和执法部门的高官抨击了该地的3项法案，称在过去的3年里，是这些法案造成了该地财产和暴力犯罪的激增。

据《帕沙迪纳星报》（Pasadena Star-News）报道，上周五早晨，艾尔蒙地市针对近来的3项监狱改革法案AB 109丶Prop. 47和 Prop. 57在Grace T.黑色大礼堂（Grace T. Black Auditorium）举办了论坛。

市议员戈麦斯（J. Gomez）让该市警察局和洛杉矶县司法部的主要官员现身说法，以阐述这三项法案是如何将州监狱收容犯人的负担转至到县监狱之上。

戈麦斯和执法部门的官员暗示，这些法案会让那些犯轻微罪行的犯人提前出狱，并表示，艾尔蒙地市举办这次论坛的目的，既是为了让居民了解他们应该更好地去保护自己免受伤害，还希望能够鼓舞他们敦促所在地区的州级官员采取行动，修改或撤除这些法案。

艾尔蒙地市警局局长雷诺索（David Reynoso）向人们展示了该市警局自2015年1月至2016年12月间所收集的犯罪数据。数据显示，这期间，艾尔蒙地的入户盗窃增加了45%，抢劫增加了16%，暴力犯罪增长了13%。

雷诺索表示，主要问题是，对于大多数损失在950美元以下的入户盗窃和毒品案件，警局只会对罪犯处于10天的拘禁，而之后他们就又可以再次出去偷盗。

而非营利组织New Way of Life Reentry Project的副主任詹森（Tiffany Johnson）在论坛结束后表示，对于周五的活动更像是一个信息发布会而不是一个能让参与者发表言论的论坛，她感到很失望。她不赞同对3项法案提出的若干主张，并且她认为，那些发言人并不能从实质上证明是这些法案导致了案件的增加。
