1979年国会众议院的一份报告中显示，肯尼迪“可能是由于阴谋而被暗杀的”，但那个报告并没有说明阴谋者可能是谁。它虽然把苏联、古巴、黑社会、联调局、中情局、联邦特勤局排除在外，却没有完全排除一些与这些团体有联系的个人参与其中。
从理论上讲，周四公布那些文件，标志着肯尼迪遇刺事件档案的解密进入了尾声。历史学家警告，最后一批文件仍然不能让怀疑者满意。
1991年，著名电影导演奥利弗·斯通（Oliver Stone）以肯尼迪遇刺事件为题材拍摄了名为《刺杀肯尼迪》（JFK）的故事片。虽然这部电影遭到了很多学者的诟病，但是，斯通在电影最后加了一个字幕卡片，说国会众议院的调查记录将在2029年公开，更增加了人们的怀疑。

政府的一份备忘录显示，特朗普要求官员们在2018年3月12日之前汇报，是否需要继续保留文件中的这些信息，并在4月26日之前确定发布所有文件的截止日期，除非有让人信服的保密理由。
苏联撇清关系 担心肯尼迪遇刺事件引爆战争
过去半个多世纪，一直存在着苏联与肯尼迪遇刺事件有瓜葛的阴谋论。不过，本周四最新解密的调查档案显示，苏联明确告诉美国政府，它与刺杀肯尼迪的凶嫌奥斯瓦尔德（LeeHarvey Oswald）没有任何关系。另外，苏联害怕被指责与奥斯瓦尔德有牵连而引发核战争。
在一份日期为1963年12月1日的联邦调查局（FBI）文件中，该局局长胡佛（J Edgar Hoover）的记录写道，联调局掌握了苏联对肯尼迪遇刺事件的反应和苏联对奥斯瓦尔德的了解。
这份文件显示，苏联与世界其它地区一样痴迷于肯尼迪遇刺案中的阴谋论，甚至相信当时的副总统约翰逊是肯尼迪遇刺事件的幕后黑手。

联调局的消息来源称，苏联认为暗杀“不是一个人的行为，而是一个精心策划、几个人参与的行动”。
联调局的来源还说，苏联官员害怕“在没有领导的情况下，美国有些不负责任的将军可能向苏联发射导弹”。
另外，苏联间谍当时亟待获取约翰逊的信息，试图搞清楚他是个什么样的人，因为在肯尼迪遇刺之前，苏联对这位副总统几乎一无所知。
苏联认为，奥斯瓦尔德是一个不尊重自己国家的神经质的疯子。
苏联向美国确认，奥斯瓦尔德未加入苏联的任何组织，也未获得苏联公民的身份。
文件写道：“奥斯瓦尔德不属于苏联的任何组织，他也没有获得苏联国籍。”
1963年11月25日，苏维埃国家安全委员会主席伊万诺夫（Boris Ivanov）与克格勃情报官员就肯尼迪遇刺事件开了一次会。文件显示，伊万诺夫说，这个事件给克格勃提出了一大难题，克格勃的工作人员都要为解决问题而努力。
联调局的消息来源称，伊万诺夫认为，刺杀肯尼迪是一个有组织、有计划的行动，而不是个人行为，克格勃的任务就是找出幕后策划者。
另一份联调局文件显示，胡佛希望民众相信奥斯瓦尔德是单独犯案，没有阴谋论。他说：“奥斯瓦尔德已死，没有其它问题。”

枪手事发前曾致电苏联使馆
一份新解密的中情局备忘录显示，在肯尼迪遇刺1个多月前，李·哈维·奥斯瓦尔德（Lee Harvey Oswald）曾前往墨西哥。这期间，奥斯瓦尔德曾经用蹩脚的俄语给苏联驻墨西哥大使馆打过电话，而与他联络的似乎是一名克格勃（KGB）特工。
1963年9月28日，中情局截听到了奥斯瓦尔德打给苏联大使馆的一通电话。与奥斯瓦尔德通话的苏联领事ValeriyVladimirovich Kostikov被认定为一名克格勃情报官员。
解密的文件中写道，“这很不寻常，一个克格勃的联系人在执行这样敏感的行动时，竟然与苏联大使馆有这么明显的联络”，但是，“这样的做法也可能是因为个人的粗心大意”。
古巴信源让联调局盯上凶嫌
联邦调查局（FBI）新奥尔良分局的一份备忘录显示，肯尼迪遇刺1个多月前，联调局正试图追踪李·哈维·奥斯瓦尔德（Lee HarveyOswald）。联调局一名探员根据“来自古巴的信源”，开始对奥斯瓦尔德感兴趣。
这个探员写道，根据消息人士提供的线索，奥斯瓦尔德这个人“值得注意”。与此同时，该探员把相关信息转给了达拉斯警方。但是，联调局显然未能及时阻止行刺事件。
另一份文件显示，英国军情五处称，英国剑桥当地媒体的一位记者曾接到匿名电话，要他立刻联络美国驻英国大使馆，获取“重磅新闻”。最大的疑点在于，这通电话发生在肯尼迪遇刺25分钟之前。
有人曾对枪手发出死亡威胁
在埃德加·胡佛写下的一份备忘录中，这位当时的联调局局长记载了一个对奥斯瓦尔德的死亡威胁。
胡佛说：“昨晚，我们达拉斯的办公室接到了一通电话，是一个男人打来的，他用冷静的声音说，他是组织刺杀奥斯瓦尔德的一员。”

奥斯瓦尔德遭枪杀后，胡佛说：“我们在医院安排了一个探员，希望可以听到他死前的忏悔，但是他（奥斯瓦尔德）并没有那么做。”
卡斯特罗否认古巴参与刺杀
肯尼迪遇刺后，古巴革命领袖菲德尔·卡斯特罗告诉美国，古巴没有参与刺杀肯尼迪的阴谋。
1978年，国会众议院的调查人员曾专门到古巴，了解奥斯瓦尔德试图获取古巴签证、以及卢比1959年访问古巴的细节。调查人员离开前，见到了卡斯特罗。卡斯特罗明确告诉他们，他本人和古巴与肯尼迪遇刺事件毫无干系。
中情局的一份备忘录显示，古巴在美国的外交人员获悉肯尼迪遇刺的消息后，显得“愉悦和欢乐”。不过，这份备忘录也显示，古巴大使提醒身处北美各办事处的古巴外交人员注意自身言行，“停止在公共场合表现出高兴的样子”。
