瑞柏新市长： 发展工商 减轻居民负担

【芝加哥侨学网综合编译】芝加哥西郊瑞柏市（Naperville, IL）市长选举上周揭晓，新当选市长戚瑞科（Steve Chirico），以及新市议会议员们将于5月3日宣誓就职。积极发展工商业，减轻居民在房产税方面的负担，是新市长的首要任务。广为瑞柏市华裔居民所熟悉的老市长普莱多（George Pradel）已决定退休，现年77岁的老市长，担任该市长长达二十年。

据《芝加哥论坛报》报导，新当选市长戚瑞科表示，积极发展工商，减少居民负担是他担任市长后的首要任务。戚瑞科指出，瑞柏市的公立学校、公园乃至整个城镇的运转所需要的经费，应该寄希望于社区工商业的强劲增长，工商业的繁荣能减轻居民在房产税方面的负担。

在瑞柏市闲置土地上发展能产生销售税、房产税的工商业，将是戚瑞科市长解决该市700万财政赤字的策略。戚瑞科说，近年来瑞柏市呈现「几何级数」的增长，但市政府在城市规划方面的法规却是老旧过时，市政府的当务之急就是要改革这些法规，为城市发展清楚路障，吸引更多工商业主进驻瑞柏市。

新当选市长戚瑞科本人也是工商业主，是「大西部地板地毯公司」（Great Western Flooring）老板，目前公司管理主要由他的女儿负责，但戚瑞科本人每周让将在该公司上班10小时。现年77岁的老市长普莱多，已决定不再竞选连任。普莱多担任瑞柏市市长长达20年，在任期间，普莱多市长与当地华裔社区联繫紧密，经常出席众多华裔社区的公益活动。

位于芝加西郊28英里的瑞柏市（Naperville,IL），是一个广受华裔中产阶级亲睐的城市，瑞柏市是伊州境内除芝加哥以外华人人口最多的城市。据2010年美国人口普查，瑞柏市人口14.5万，亚裔居民约占15%，其中华人居民总数为5,508，占3.9%。瑞柏市是一个富裕、宁静、优美的小镇，拥有顶级的公立学校、图书馆、医疗设施，以及包括166个公园在内的良好居住环境。瑞柏市作为芝加哥大都会地区郊区城镇，又靠近“88号高速高科技走廊”，居民以高科技公司、国家级实验室雇员居多。

瑞柏市曾多次入选“全美最适合居住小城镇”、“全美最富裕城镇”排行。比如，2013年5月瑞柏还入选“全美收入最高城镇排名”的第八名（54.8%的家庭年收入超过10万美元，22.8%的家庭年收入超过20万美元）。2010 年，瑞柏市也曾名列“全美最富裕城镇”排名。而在财经杂志Money Magazine “全美最适合居住小城镇”排名中，2006年瑞柏市名列全美第二，2008年排名第三。

瑞柏市拥有教学质量优异的公立学区，该市房产税收入的76%都用于203学区及杜佩基学院的教育事业。2007年瑞柏市的住房平均价格为44万美元，2011年约为40万。

人口众多的华裔居民给瑞柏市的文化、经济乃至政治都增添了多元化色彩。瑞柏市拥有两所提供中文课程的高中，4所中文学校，20多家中餐馆，至少4个华人教会，一个华裔社区服务中心，即希林中心。特别是希林中心，每年的灯节都是市重要的亚裔文化活动。

2012 年3月，在老市长普拉多市长的支持下，瑞柏市政府成立了中国顾问委员会成立（China Committee），由刘永明、杨八林等瑞柏市杰出华裔人士担任委员，刘永明任顾问委员会主席。该委员会给市政府提供咨询，以便更好服务当地华裔居民，同时也旨在促进瑞柏市与中国在经贸、投资、教育、文化等各领域的友好合作。在该委员会的推动下，瑞柏市政府的官方网站，于2013年年初推出中文版网页。 在伊利诺伊州众多市镇中，瑞柏市第一个把中文作为政府官网的少数族裔语言，并且是唯一的少数族裔语言。
